    At Odds Over INCO: The International Nickel Company of Canada and New Caledonian Politics in the 1960s

    In the 1960s, the International Nickel Company of Canada (INCO) sought to preserve its dominance of the global nickel industry by securing access to New Caledonia’s abundant reserves of nickel ore. In attempting to do so, however, INCO became embroiled in an acrimonious political dispute between New Caledonian autonomists, who wanted to diversify the territory’s economic activities and secure greater self-government from French rule, and the government of France, which considered INCO a threat to French sovereignty over New Caledonia and France’s interests in the Pacific.     Empirical Study of Simulated Two-planet Microlensing Event

    We undertake the first study of two-planet microlensing models recovered from simulations of microlensing events generated by realistic multi-planet systems in which 292 planetary events including 16 two-planet events were detected from 6690 simulated light curves. We find that when two planets are recovered, their parameters are usually close to those of the two planets in the system most responsible for the perturbations. However, in one of the 16 examples, the apparent mass of both detected planets was more than doubled by the unmodeled influence of a third, massive planet. This fraction is larger than, but statistically consistent with, the roughly 1.5% rate of serious mass errors due to unmodeled planetary companions for the 274 cases from the same simulation in which a single planet is recovered. We conjecture that an analogous effect due to unmodeled stellar companions may occur more frequently. For seven out of 23 cases in which two planets in the system would have been detected separately, only one planet was recovered because the perturbations due to the two planets had similar forms. This is a small fraction (7/274) of all recovered single-planet models, but almost a third of all events that might plausibly have led to two-planet models.     An Exploratory Study Investigating Data Quality in the Healthcare Industry: What are the Implicatons for Daya Warehousing?

    Maintaining quality data and information challenges today’s organizations, and is essential to good decisionmaking and competitive advantage. The purpose of this study is to understand the dimensions of data quality and to learn how managers perceive them. The 20 dimensions of data quality posited by Wang and Strong were used in this study. The relative importance of those dimensions by healthcare industry managers was assessed. Study findings indicate that all 20 of Wang and Strong’s data quality descriptive dimensions are important to the healthcare industry. Additionally, data from this exploratory research seems to suggest that there may not be a “one size fits all” model for data quality

    An aperture masking mode for the MICADO instrument

    MICADO is a near-IR camera for the Europea ELT, featuring an extended field (75" diameter) for imaging, and also spectrographic and high contrast imaging capabilities. It has been chosen by ESO as one of the two first-light instruments. Although it is ultimately aimed at being fed by the MCAO module called MAORY, MICADO will come with an internal SCAO system that will be complementary to it and will deliver a high performance on axis correction, suitable for coronagraphic and pupil masking applications. The basis of the pupil masking approach is to ensure the stability of the optical transfer function, even in the case of residual errors after AO correction (due to non common path errors and quasi-static aberrations). Preliminary designs of pupil masks are presented. Trade-offs and technical choices, especially regarding redundancy and pupil tracking, are explained.Comment: SPIE 2014 Proceeding -- Montrea

    Tempered Sympathy: Canada’s Reaction to the Independence Movement in Algeria, 1954-1962

    This article examines the reaction of the Canadian government to the Algerian war for independence from France from 1954 to 1962. It reveals that, while sympathetic to the ambitions of colonial peoples to determine their own national destinies, the Canadian government often judged colonial issues after the Second World War by the impact they had on the North Atlantic Treaty Organisation, Canadian security interests and the Cold War. Given that the Algerian war threatened France's ability and willingness to contribute to NATO during this period the Canadian government felt compelled to support France's efforts to retain its North African colony both politically and militarily. Canadian officials wanted France's participation in NATO and were unwilling to antagonise France by opposing its Algerian policies. In this instance national security interests were of a higher priority for the Canadian government than support for the principle of national self-determination for colonial peoples.Le présent article examine la réaction du gouvernement canadien face à la guerre d'Algérie menée contre la France de 1954 à 1962 et au terme de laquelle l'Algérie parvenait à l'indépendance. AprÚs la DeuxiÚme Guerre mondiale en effet, malgré la sympathie que lui inspiraient les ambitions des peuples coloniaux à prendre en main leur destin national, le gouvernement du Canada considérait souvent les questions coloniales en fonction de leurs répercussions sur l'Organisation du Traité de l'Atlantique Nord, sur la sécurité du pays et sur la guerre froide. Or, en raison de cette guerre d'Algérie, la France risquait, au cours de cette période, de ne pas pouvoir et de ne pas vouloir contribuer à l'OTAN. C'est pourquoi le Canada s'est alors senti obligé de soutenir la France dans ses efforts visant à conserver sa colonie d'Afrique du Nord, tant sur le plan politique que militaire. Les dirigeants canadiens, qui tenaient à ce que la France participe à l'OTAN, se sont donc refusés à s'opposer à la politique française en matiÚre algérienne.     Using interactive web training to teach parents to select function-based interventions for challenging behaviour : a preliminary study

    Background: Children with developmental disability often engage in challenging behaviour, which may require that parents implement behavioural assessments and interventions. The purpose of our pilot study was to examine the effects of an interactive web training (IWT) to teach behavioural function identification and intervention selection to parents. Method: Twenty-six parents of children with developmental disability responded to function identification and intervention selection tasks on clinical vignettes before and following IWT. We also measured social validity and the duration of training. Results: Our results show that parents were more accurate in the identification of behavioural function and selected more adequate interventions following IWT. On average, parents spent less than 2.5hr to complete IWT and rated it positively. Conclusions: The IWT appears to be a viable tool to teach parents about function-based intervention, but additional research is needed to examine whether it translates to changes in parental practices and child behaviour

    NASSAM: a server to search for and annotate tertiary interactions and motifs in three-dimensional structures of complex RNA molecules

    Similarities in the 3D patterns of RNA base interactions or arrangements can provide insights into their functions and roles in stabilization of the RNA 3D structure. Nucleic Acids Search for Substructures and Motifs (NASSAM) is a graph theoretical program that can search for 3D patterns of base arrangements by representing the bases as pseudo-atoms. The geometric relationship of the pseudo-atoms to each other as a pattern can be represented as a labeled graph where the pseudo-atoms are the graph's nodes while the edges are the inter-pseudo-atomic distances. The input files for NASSAM are PDB formatted 3D coordinates. This web server can be used to identify matches of base arrangement patterns in a query structure to annotated patterns that have been reported in the literature or that have possible functional and structural stabilization implications.     Magnetic and electronic properties of lithium cobalt oxide substituted by nickel

    [Abstract] We measured susceptibility, electron-spin resonance, magnetization and electrical conductivity of LiCo1−yNiyO2 powders synthesized by wet-chemistry method using succinic acid as chelating agent. We found unusual properties in the nickel-rich LiCo0.2Ni0.8O2, which shows several resonance lines as a function of the temperature in the range 3.5–300 K. The signal at low magnetic field is attributed to the magnetic domains in the nanostructured sample. The two other lines correspond to the typical ferromagnetic signal observed in powdered compounds. In the temperature range 120–300 K, the unique ESR line centered at 315 mT is the paramagnetic signal with a gyromagnetic factor g=2.12, which is in good agreement with the presence of a high concentration of Ni3+ (3d7) ions. In the nickel-rich oxide, LiNi0.8Co0.2O2, the magnetic data are qualitatively well-described by the model proposed by Drillon and Panissod for a 3D ferromagnetic order.Spanish and French Foreign Office; HF 1999-0101Spanish and French Foreign Office; PAI Picasso 00717T

    Is there a giant Kelvin-Helmholtz instability in the sloshing cold front of the Perseus cluster?

    Deep observations of nearby galaxy clusters with Chandra have revealed concave ‘bay’ structures in a number of systems (Perseus, Centaurus and Abell 1795), which have similar X-ray and radio properties. These bays have all the properties of cold fronts, where the temperature rises and density falls sharply, but are concave rather than convex. By comparing to simulations of gas sloshing, we find that the bay in the Perseus cluster bears a striking resemblance in its size, location and thermal structure, to a giant (≈50 kpc) roll resulting from Kelvin–Helmholtz instabilities. If true, the morphology of this structure can be compared to simulations to put constraints on the initial average ratio of the thermal and magnetic pressure, ÎČ = pth/pB, throughout the overall cluster before the sloshing occurs, for which we find ÎČ = 200 to best match the observations. Simulations with a stronger magnetic field (ÎČ = 100) are disfavoured, as in these the large Kelvin–Helmholtz rolls do not form, while in simulations with a lower magnetic field (ÎČ = 500), the level of instabilities is much larger than is observed. We find that the bay structures in Centaurus and Abell 1795 may also be explained by such features of gas sloshing
